Tidd's naval career, his time as commanding officer of the USS Frank E. Evans, and the history of the USS Frank E. Evans in general. The copy of Congressional hearings from December 11, 2001 documents support for the Fairness to all Vietnam Veterans Act (page H9226).

Biographical Note:

  • Emmett Tidd was born in Shreveport, Louisiana on October 6, 1923. He is the son of a retired Army Colonel. He attended the University of Oklahoma at Norman, graduating in 1945 with a B.S. degree. While there, he enlisted in the US Naval Reserve in December 1942 and was a member of the Naval Reserve Officer Training Corps Unit. On February 24, 1945, he was commissioned as an Ensign. In November 1953, Tidd transferred from the Naval Reserve to the US Navy with the rank of Lieutenant. Tidd became Chief of Staff and Aide to Admiral Elmo R. Zumwalt, Jr., commander of the U.S. Naval Force in Vietnam and Chief of the Naval Advisory Group, MACV, in May 1969. Tidd served in that position until the middle of 1970 when he received a promotion to the rank of Rear Admiral. On March 5, 1974, he was promoted to Vice Admiral.
