First United States Combat-Troop Reduction in Vietnam - The first US combat-troop reduction in South Vietnam, 25,000 men, announced by Presidents Thieu and Nixon at their Midway Island conference in June, began with the vanguard departures of 800 US army infantrymen and 1,300 marines. The 25,000 troop redeployment will be completed by the end of August, and their mission in the republic absorbed by South Vietnamese forces.

On July 8 the soldiers departed from Saigon Airport after ceremonies attended by President Nguyen Van Thieu, Vice-President Nguyen Cao Ky, American Ambassador Ellsworth Bunker, ministry and military staff chiefs. Before boarding a fleet of 'Starlifter' jet transports for the United States, the homebound infantrymen were cheered by crowds of grateful Vietnamese citizens, whose representatives presented the soldiers with flower lais and souvenir gifts. At Da Nang on July 14, the marines' ceremonies were presided over by General Hoang Xuan Lam, Commander of South Vietnam's Armed Forces.

South Vietnamese Prime Minister Tran Thien Khiem and U.S. Ambassador Ellsworth Bunker joined in laying the cornerstone Jan. 23, 1971, for new construction at the Tru Duc Power Plant, on the outskirts of Saigon. Here Prime Minister Khiem and Ambassador Bunker lead a group of officials touring the construction site, where two large generators supplied by the United States will be installed. U.S. provision of the generators is part of a 1967 pact in which the United States agreed to grant $32 million to help meet Saigon's rapidly-growing electric power needs.

U.S. Ambassador Ellsworth Bunker helps lay the cornerstone Saturday, Jan. 23, 1971, at the Thu Duc Power Plant, which will house two 66 Megawatt steam turbine generators supplied by the United States. U.S. provision of the two huge generators comes under a 1967 pact in which the United States agreed to grant $32 million to help meet Saigon's rapidly-growing electric power needs. The Vietnamese government is meeting local currency costs. Ambassador Bunker hailed the new construction as a "tangible symbol" of the continuing cooperation between South Vietnam and the United States.

American Embassy Donates $25,0000 to Vietnam Relief; U.S. Ambassador Ellsworth Bunker presents a check for $25,000 from the Ambassador's Special Fund to President Nguyen Van Thieu as a contribution to the special relief efforts of Vietnam's National Recovery Program. The presentation was made at Independence Palace on Feb. 11 in the presence of Vice President Nguyen Cao Ky and Prime Minister Nguyen Van Loc. Ambassador Bunker called the gift "another symbol of the support of the United States for the courageous efforts of the Vietnamese people and government to repel aggression and to care for the victims of the recent Viet Cong attacks."

JUSPAO Saigon has 35 on 1967 Awards List In a ceremony at the new American Embassy in Saigon on Nov. 30, Ambassador Ellsworth Bunker presented honor awards and length of service awards to 34 JUSPAO staffers, and to the Van Tao Vu Service. Superior Honor Awards went to Foreign Service Locals Do Quang Hiep and Nguyen Van Quy, to the Van Tao Vu program, which sends drama teams to rural Vietnam. Six JUSPAO officers: Chief Information Officer Clyde G. Hess; Frank Kuest; Robert J. Kelly; Louis E. Polichetti, Paul J. Turner; and Richard P. Wilson recieved Meritorious Honor Awards. Ten-year length of service certificates went to JUSPAO locals: Nguyen Thi Bich Dong, Le Dinh Cay, Le Ngoc Chau, Phung Hiep Chau, Tran Van Cu, Tran Minh Dai, Tran Huu Danh, Tran Thanh Dinh, Dinh Van Dong, Pham Duy Duc, Nguyen Van Giang, Le Van Hai, Do Thi Hong Phuong, Le Thi Hung, Nguyen Kuan Huy, Nguyen Van Kiem, Nguyen Thi Kim Oanh, Nguyen Van Minh, Tran Quang Minh, Trinh Nha, Bui Nhi, Nguyen Thi Nhu Bang, Ho Moc Sang, Hoang Van Su, Cao Van Tan, Nguyen Xang. Ambassador Bunker (center) and JUSPAO Director Barry Zorthian (right) presented the awards.
