Description: First United States Combat-Troop Reduction in Vietnam ; The first U.S. combat-troop reduction in South Vietnam, 25,000 men, announced by Presidents Thieu and Nixon at their Midway Island conference in June, began with the vanguard departure of 300 U.S. Army infantrymen and 1,300 marines. The 25,000 troop redeployment will be completed by the end of August, and their mission in the republic absorbed by South Vietnamese forces. On July 8 the soldiers departed from Saigon Airport after ceremonies attended by President Nguyen Van Thieu, Vice-President Nguyen Cao Ky, American Ambassador Ellsworth Bunker, ministry and military staff chiefs. Before boarding a fleet of "Starlifter" jet transports for the United States, the homebound infantrymen were cheered by crowds of grateful Vietnamese citizens, whose representatives presented the soldiers with flower lais and souvenir gifts. Description: PICTURES of Select Committee on Missing Persons in Southeast Asia trip to Vietnam, December 1975. This was the first U.S. delegation to visit Vietnam after the war.
Same: Phan Hien said "We have here a letter from your President Nixon promising Vietnam $3.25 billion in reconstruction aid. I told Peter McCloskey to ask for a copy of the letter, which he did. Hien then gave the delegation a long list of equipment discussed at the Paris peace talks. The list included a dry dock, heavy equipment such as dozers and graders etc. Hien said this was to be part of the $3.25 in Nixon's promise. After returning to the U.S., we asked for a meeting with Kissinger to discuss a rumor of a secret deal. Kissinger had said we have all the information already. He refused to see us when we returned. Instead, we met with Phil Habib (Deputy Secretary of State). Habib swore he knew nothing about the letter.

I was assigned to the 560th MP Company that was on the compound known as Signal Hill and was in the shadow of the II Corps MACV HQ.
As an MP my assignments were varied because of the deployment issues at the time. The war was winding down and President Nixon had imposed his Vietnamzation policy. To allow the Vietnamese to take control of the war on their own and allow the American troops to come home. So between April and December of 1972 large numbers of troops were going home and that required those still in country to pick up the slack.
At one time, as an MP, I was also the company clerk, the mail room clerk, the armory, and at one point even a bar tender at our small on compound club. I think I got that job because the First Sgt. Found out I did not drink.
However my main assignment as an MP was to patrol the area between our compound on Signal Hill and Camp Holloway. Camp Holloway was located on the other side of the City of Pleiku and you had to travel through Pleiku to get to either compound. Pleiku was off limits to American service personnel so I was often part of a Combined Police Patrol that worked in town.
In our jeep was an American MP, a Vietnamese QC, (their MP's) a Vietnamese Policeman and an interpreter. We would patrol the streets and we able to handle any type of issue that occurred between military (theirs or ours) or the civilian population. From fights to traffic accidents we went to the scene.
