Description
First United States Combat-Troop Reduction in Vietnam - The first US combat-troop reduction in South Vietnam, 25,000 men, announced by Presidents Thieu and Nixon at their Midway Island conference in June, began with the vanguard departures of 800 US army infantrymen and 1,300 marines. The 25,000 troop redeployment will be completed by the end of August, and their mission in the republic absorbed by South Vietnamese forces.

On July 8 the soldiers departed from Saigon Airport after ceremonies attended by President Nguyen Van Thieu, Vice-President Nguyen Cao Ky, American Ambassador Ellsworth Bunker, ministry and military staff chiefs. Before boarding a fleet of 'Starlifter' jet transports for the United States, the homebound infantrymen were cheered by crowds of grateful Vietnamese citizens, whose representatives presented the soldiers with flower lais and souvenir gifts. At Da Nang on July 14, the marines' ceremonies were presided over by General Hoang Xuan Lam, Commander of South Vietnam's Armed Forces.

At Phu Tam, President Nguyen Van Thieu (center) views the self help projects that the villagers have begun in the year since they have been entirely free of Viet Cong molestation. In that time the people themselves have begun construction of a secondary school, dug a three-mile long canal and established a thriving cooperative electric service for their community.

While continuing to build its armed forces the government is also creating stronger police and civil defense groups to help counter communist terrorism. The resulting improvement in security has now enabled the government to focus more attention on such matters as public health, food distribution, housing, land reform, education, and other peace-time programs.; Street Improvement: Modern machinery and safe engineering practices make the continuous job of bettering Saigon's busy streets and highways more efficient. Users comment that the streets now are 90 percent cleaner than at the beginning of the year.

Alert RVN Navy Junk Force Upsets Viet Cong Coastal Gun Smuggling: ; Rach Dua, Republic of Vietnam: On a routine five-day patrol by the Vietnamese Navy Junk Force, Coastal Group 33, two Viet Cong junks were spotted shortly after midnight some 28 miles south of Saigon. ; The Viet Cong junks were about a half-mile from shore and sailing at a fast pace toward mangrove swamps. ; Heavy firing from the three-junk RVN patrol drove the Viet Cong junks toward land. Both Viet Cong vessels ran up on the beach and there they began sinking. Their guerilla crews scampered for the brush, from there they returned fire seaward. ; A radio call from the RVN Junk Force soon produced a C-47 flagship to light the scene, and a companion airplane with multiple barrel machine gun capable of a high rate of fire. ; Radio contact with the Vietnamese Army artillery post at Go Cong brought in 25 rounds of 105mm shells on the beach area. ; Three hours after the interception, men of the RVN Junk Force scrambled aboard the 50-foot

Hue Citizens From All Walks of Life Rally to Civilian Self-Defense: ; ; Some 9,000 citizens of the ancient imperial capital of Hue are ready and waiting to repulse the Communists if they try to take the city, again. A young 31-year old Science Professor, Ngo Dong, heads the city's Civilian Defense Corps. ; Professor Dong began organizing the civilian defenders after February's devastating Communist occupation of the once beautiful city. Training began in mid-April, and following President Nguyen Van Thieu's visit to Hue to distribute the first of thousands of weapons the program has mushroomed. By mid-August more than 9,000 men, women, students, peasant farmers and professional and business men had been trained in the city itself. The Hue Civilian Defense Corps includes one battalion of Hue University students and five battalions of secondary school (high school) students. Vietnam's President Nguyen Van Thieu tours refugee centers in the Mekong Delta to personally establish the needs of the people following offensive by the Viet Cong during the festive TET (Lunar New Year - Year of the Monkey) period. Within hours following the attacks, the government of Vietnam had established centers for the thousands left homeless utilizing all available government and public buildings. Emergency supplies from the government were immediately delivered and distributed to the refugees.

The distribution is under the 1956 land reform legislation that by the end of 1969 had seen nearly 360,000 hectares go to 150,000 tenant farmers. Under newly passed legislation - the Land to the Tiller bill - some 1,300,000 hectares will be distributed to nearly 800,000 landless farmers in the next decade

A better life for all its citizens is a major goal of the South Vietnamese government headed by President Nguyen Van Thieu. While continuing to build its armed forces the government is also creating stronger police and civil defense groups to help counter communist terrorism. The resulting improvement in security has now enabled the government to focus more attention on such matters as public health, food distribution, housing, land reform, education and other peacetime programs. ; Supermarket-- The shelves of this recently opened market carry over 1,000 food items. The supermarket idea, popular with Vietnamese shoppers, is rapidly expanding. Ten more of these modern retail produce and food markets are to be opened this year in Saigon.

Description
French Catholic priest killed by VC mine. A French Catholic priest, father Louis Valor, was killed Sunday, Feb 20 66 when his jeep hit a VC mine. Father Valor, the head of the Dong Ha Catholic Chapter was driving to his subday mass, when his jeep ran over a VC mine, 4Km west of Dong Ha. Two boys accompanying him, Nguyen Van Thieu 12 and Nguyen Van Can 11 were also killed in the blast. The jeep was heavily damaged.

American Embassy Donates $25,0000 to Vietnam Relief; U.S. Ambassador Ellsworth Bunker presents a check for $25,000 from the Ambassador's Special Fund to President Nguyen Van Thieu as a contribution to the special relief efforts of Vietnam's National Recovery Program. The presentation was made at Independence Palace on Feb. 11 in the presence of Vice President Nguyen Cao Ky and Prime Minister Nguyen Van Loc. Ambassador Bunker called the gift "another symbol of the support of the United States for the courageous efforts of the Vietnamese people and government to repel aggression and to care for the victims of the recent Viet Cong attacks."
