  • James L. Lockley was born on September 8, 1925, and grew up in Rocksprings, Texas. He graduated from Tech in 1950 with a BBA in Accounting, and again in 1960 with an MBA in Management. While at Tech, he was involved with the Tech Accounting Society, the Arnold Society Air Cadets, Sec-Treas and was honored as a Distinguished Military Student. Lockley, a Lieutenant Colonel, arrived in Vietnam on July 4, 1968. He served at Ton Son Nhut Airbase as the Director of Budget for the 7th Air Force.During his time in Vietnam, he earned the Bronze Star, Vietnam Service Medal with Silver Star, and the Republic of Vietnam Campaign Medal. He is married to fellow Techsan Annabelle Flanagan and has three children, Linda Ruth Lockley, James Leonard Lockley, and Carol Sue Lockley.
